<p>The tough calls that our leading health officials have had to make in the face of this pandemic have been staggering. Especially, in the early days of the outbreak, these decisions needed to be made quickly and with incomplete information. Even more challenging, they needed to be implemented within structures that are classically very slow to act.</p>
